How to find a doctor in San Jose

The Problem

You don’t need a doctor until you do.  All of a sudden you are sick, so you call the number on the insurance card, just to find out that their next appointment is in 3 weeks and the urgent care is booked.  There is a triage nurse #, but they just tell you to go to the emergency room for everything.  This is a city with over a million people!  Why is it so hard to find a good primary care doctor in San Jose?
